Air Force Moves to Field Reaper Replacement Sooner Amid Shrinking Drone Fleet

The U.S. Air Force is pulling forward plans to replace the MQ-9A Reaper, following a series of combat losses that have steadily eroded the unmanned aircraft fleet, according to comments made by senior service officials at a Sept. 3 Pentagon briefing.

Lt. Gen. Christopher Niemi, the service’s chief modernization officer, acknowledged that attrition of the Reaper fleet has become a pressing concern. Per Breaking Defense, Niemi said that while the fleet remains sizable, aircraft are being expended at a pace the service finds troubling.

Defense Daily reported that Air Force Secretary Troy Meink ordered the accelerated timeline, with the fiscal 2031 goal of fielding 20 mission-ready aircraft potentially arriving roughly two years early.

A Shrinking Fleet and Limited Options

The scale of the problem was laid out in May, when Lt. Gen. David Tabor told the Senate Armed Services Subcommittee on Airland that the fleet had fallen to about 135 aircraft — well below the service’s stated floor of 189. A Congressional Research Service insight cited reporting of 24 Reapers lost since operations against Iran began in February, while a Washington Post report put losses at roughly 45, or about a quarter of the fleet.

Replenishment is complicated. General Atomics ended MQ-9A production in 2025, and Niemi said budget realities make a large buy of upgraded MQ-9B SkyGuardians impractical, telling reporters it is a misconception that the service could simply purchase 100 aircraft outright.

The MMA Program

The centerpiece of the replacement effort is the Massed Modular Aircraft (MMA) program, launched July 7 as a Defense Innovation Unit competition. The solicitation sought a modular, mass-producible drone capable of performing strike, intelligence, surveillance and reconnaissance (ISR), electronic warfare, and communications-relay missions at a cost low enough to absorb attrition. Requirements include at least 2,800 pounds of payload and an 8,000-nautical-mile one-way ferry range.

Niemi indicated MMA air vehicles would target roughly $10 million each — about half the approximate $20 million cited for Collaborative Combat Aircraft (CCA) air vehicles — though an Air Force spokesperson clarified both figures cover the air vehicle only, not a fully equipped system.

Industry Context

Mid-tier defence manufacturers are watching the unmanned systems landscape closely. National Presto Industries (NPK), whose defense segment sits alongside its housewares business, traded at $149.16, up 0.97% from a prior close of $147.72, with a market capitalization near $1.06 billion.
