RAND Study Flags Deep Workforce Shortfalls in the Space Industrial Base

A new RAND report finds that the United States lacks the engineering and technical workforce needed to replace military satellites on the timelines that a prolonged conflict would demand, raising questions about how quickly lost space assets could be restored.

The study, “Breaking Glass, Missing Hands,” was sponsored by Gen. Michael Guetlein while he served as vice chief of space operations; he now leads the Golden Dome effort. RAND Project AIR FORCE carried out the work under a fiscal 2024 project, with Alexandra Gerber as lead author. Researchers drew on federal labor and education data from October 2024 through March 2025 and conducted industry and academic interviews from May through July 2025.

At the center of the analysis is reconstitution — the restoration of satellites and supporting systems lost early in a conflict. The report sets a benchmark of 12 to 24 months for replacement, far faster than the decade typically required to field a new satellite. The authors conclude that existing workforce gaps could take years to close, making that window difficult to meet between 2027 and 2032.

The report sorts the space-supporting workforce into three categories. Engineers with bachelor’s degrees or higher number nearly 3 million nationally, but only about 3% work in industries RAND counted as space-supporting — satellite communications, semiconductors, and optical glass manufacturing. Those industries represent roughly 7,000 of the 208,000 annual engineering job openings, and RAND notes the space sector competes at a disadvantage against higher-paying AI, software, and data analytics employers.

The second category is skilled touch labor. Based on 2023 Bureau of Labor Statistics figures, roughly 30,000 technician openings arise annually, against about 11,000 qualified completions. For assemblers, including cleanroom technicians, about 244,000 openings face just 13,000 newly credentialed workers each year — a 19-to-1 shortfall. Space accounts for a small share of that demand but competes with semiconductor manufacturers for the same pool.

The third category is the hardest to build: specialists in infrared and electro-optical detection and radiation-hardened system design, where expertise can take 15 years or more to develop. Few institutions grant advanced degrees in laser and optical engineering, and 70% of recent doctorates in adjacent electrical and computer engineering fields went to foreign nationals, limiting eligibility for classified roles. Security clearance processing adds friction — initial Secret investigations averaged more than 87 days in fiscal 2024, with Top Secret cases taking nearly six months. Interviewees added that even credentialed hires can take up to a year to reach full productivity, and cleanroom capacity limits how fast plants can scale.

The findings land amid broader interest in defense manufacturing capacity. Companies in the aerospace and defense supply chain, including National Presto Industries (NPK, $149.16, up 0.97%) and Benchmark Electronics (BHE, $74.26, up 2.65%), operate in sectors where skilled technical labor is a core input, underscoring the industry-wide nature of the talent challenge RAND describes.
