L3Harris Takes On Satellite Build for Xoople’s Planned 2028 Earth-Observation Constellation

L3Harris Technologies has been tasked with manufacturing Earth-observation satellites for Xoople, with a launch targeted for 2028, according to a report by Aviation Week. The program positions L3Harris’s space manufacturing arm at the center of a growing commercial market for high-resolution imagery and geospatial data services.

Earth observation (EO) satellites capture imagery of the planet’s surface for applications ranging from mapping and infrastructure monitoring to agriculture, insurance, and government analytics. Xoople’s decision to outsource the spacecraft build to an established prime reflects a common model among emerging imagery operators, who often rely on experienced manufacturers to compress development timelines and reduce technical risk ahead of a first launch.

The 2028 target date gives the program a multi-year development runway, a period in which both companies will be working through design, integration, and testing milestones. For L3Harris, the contract adds to a space portfolio that sits within its Space & Mission Systems (SMS) segment, one of three reporting divisions that also include Communications & Spectrum Dominance and Missile Solutions.

The announcement comes as L3Harris shares traded at $252.52, down 1.26% from the prior close of $255.74, valuing the company at roughly $48.8 billion. The stock move was modest and consistent with broader trading; no financial terms of the Xoople work were disclosed in the report.

Commercial EO has become one of the more active corners of the space economy, with operators competing on image resolution, revisit rates, and data-delivery speed. Manufacturers such as L3Harris benefit indirectly from that competition, as each new constellation entrant represents demand for satellite buses, payloads, and integration services.

Xoople’s entry will need to navigate a market where established imagery providers have already deployed large fleets. Execution against the 2028 launch date, and subsequent satellite delivery cadence, will be the most visible indicators of program health in the near term.
