A new report from the American Foreign Policy Council concludes that the United States lacks tested plans for detecting, managing, or recovering from a nuclear detonation in orbit, even as the scenario has moved from academic discussion to active policy concern.
The findings stem from two workshops held in May 2025, which gathered former officials from the National Security Council, the Pentagon, the intelligence community, the Space Force, U.S. Space Command, and the commercial satellite industry. Participants applied three draft contingency plans — covering a suspected nuclear device in orbit, a confirmed weapon used for coercion, and an actual detonation — across four scenarios involving a fictional Russian satellite modeled on a real platform and a stand-in Chinese adversary.
The results were sobering across the board. In the first scenario, U.S. detection and attribution capabilities proved too weak to confirm a suspected payload, raising escalation risks. In the second, a Russian announcement of an orbital nuclear weapon paired with coercive demands was judged credible — and one against which the U.S. “appears to lack response options.” The final two scenarios modeled detonations in low Earth orbit and in geostationary orbit during a Taiwan crisis, with participants finding no existing recovery capability for either.
The report’s central conclusion: the U.S. can defend its satellites against direct adversarial action, but has no validated framework for the nuclear-in-orbit case.
The findings land amid a shifting public posture on space weapons. Air Force Secretary Troy Meink confirmed this week that the United States “now has on-orbit space control weapons capable of defending the joint force against hostile adversary action” — the first official acknowledgment that American weapons are deployed in orbit. Kremlin spokesman Dmitry Peskov responded that “space must be free of any weapon,” per AFP. U.S. officials have warned of a “serious national security threat” tied to Russian space activity, including a nuclear-capable anti-satellite weapon, since mid-2024. Separately, Ukrainian military intelligence last week said it had obtained documents on a Russian orbital program from the Moscow Institute of Thermal Technology, the maker of the Yars and Bulava missiles.
Companies with defence exposure are on watch lists for investors tracking the space-security theme. National Presto Industries (NPK), whose defence segment complements its housewares business, traded at $144.01, down 1.72% from a prior close of $146.52, with a market cap of roughly $1.06 billion. Ordnance and explosives maker OEC (OEC) fell 5.62% to $5.71 from $6.05, valuing the company at about $323 million.
