UK transport secretary: Heathrow expansion and climate goals can coexist

October 15, 2026 · by DPW Pipeline

Opposition party suggests delays could deter international investors as government weighs sustainability against growth.

The UK transport secretary says a third runway at Heathrow airport must pass four key tests amid sharp criticism over delayed decision-making.

Speaking at the AirportsUK Annual Conference on 14 October, transport secretary Heidi Alexander outlined the government’s strategic approach to national aviation policy, emphasising that airport growth and environmental sustainability are mutually supportive objectives.

The transport secretary confirmed that the government has accelerated work on a draft policy statement on a potential third runway at Heathrow airport – a debate that has spanned several decades. Final approval remains contingent on passing four established policy tests and public and industry consultations.

“A third runway has the potential to create new opportunities, jobs, investment, and growth in every corner of this country,” Alexander says, rejecting arguments that environmental targets necessitate shrinking the aviation sector.

The government maintains that expanding air transport capacity does not conflict with long-term climate commitments. Alexander highlighted recent progress on several aviation legislative initiatives, including the upcoming Civil Aviation Bill and the mandate for sustainable aviation fuel (SAF).

Airspace modernisation also remains a key priority, with the establishment of the UK Airspace Design Service for London and the South East, alongside an independent Civil Aviation Authority (CAA) review into recent technical outages at air navigation service provider NATS, following significant disruptions.

Capacity expansion across other regional facilities was also underscored, including approved development plans to double passenger capacity at Luton airport to 32 million annually, and Gatwick airport’s northern runway project to accommodate an additional 40 million passengers.

Addressing the conference, shadow transport secretary Gareth Bacon challenged the government’s timeline on major infrastructure projects, accusing ministers of creating regulatory uncertainty for international investors.

Bacon argues that hesitation over Heathrow airport expansion risks undermining national competitiveness, pledging explicit opposition support for airport expansion projects across the UK.

“Give us certainty to invest, give us space to grow and succeed, and recognise what we put into the economy,” he says, calling for tax relief on business rates and reduced regulatory burdens for operators.

While political debate centres on London’s hub capacity, both speakers acknowledged the vital economic role played by regional airports in driving trade, local employment and international connectivity.

The government reiterated that final decisions on hub expansion will proceed once consultation feedback is fully evaluated against financial, environmental and regional growth criteria.
